Sustainable, Climate-Resistant Housing Solutions for Safer Communities

Our mission is to design, develop, and implement Climate/ flood-resistant housing solutions that prioritize safety, sustainability, and community resilience along with aiming to empower communities specially women by actively involving local stakeholders in the reconstruction process, fostering ownership, and imparting knowledge about sustainable and climate/ flood resilient construction practices.

We are committed to continuous innovation and adopting cutting-edge technologies, resources, and materials that enhance the resilience of housing against Climate hazards.

The housing sector has been inordinately affected

Figures estimate that 2 million houses in Sindh were either partially damaged or fully destroyed, accounting for nearly 83 percent of the nationwide total. Per the last pre-floods housing census from 2017, there were around 2,756,499 improperly built structures in Sindh― and assuming linear growth between 1998 and 2017, the number of improperly built structures in Sindh has grown at a rate of about 1.6 percent annually. Coupled with ambiguous ownership status owing to the relative informality of the housing sector in the rural areas of Sindh, the housing sector has fallen to disaster-related adversity. The Sindh People’s Housing for Flood Affectees is the biggest and most prodigious housing rehabilitation initiative of its kind!

Sindh has been disproportionately affected by the floods of 2022

Estimates indicate that the province of Sindh has received rainfall in excess of 400 percent over the 30-year average― conjectured to have received rainfall in excess of six times its average monthly total. The fact that 24 out of 30 districts have been declared as ‘calamity hit’ is indicative of the sheer, immeasurable devastation.

An opportunity to move towards resilient housing

The devastating floods also dispense the opportunity for Sindh to pivot toward resilient housing and sustainable settlements.

Sindh People’s Housing for Flood Affectees

The Government of Sindh (GoS) has launched Sindh People’s Housing for Flood Affectees (SPHF), a Section 42 company to achieve this aim alongside a financing envelope of US$1.5 billion.

The World Bank

The World Bank has been a crucial and foundational partner in the Sindh People’s Housing for Flood Affectees (SPHF) program, providing early financing, institutional support, systems design, and strategic guidance. With an initial commitment of $500 million, the World Bank enabled a rapid and large-scale response. Over the past two years, the Bank increased its support by an additional $450 million, bringing the total funding to $950 million. This funding supports the construction of 778,000 resilient houses for flood-affected families. Of the total funding, $54.92 million has been allocated specifically to Water, Sanitation, and Hygiene (WASH) interventions, benefiting 66,691 households across 1,000 villages.

The Asian Development Bank

The Asian Development Bank (ADB) is financing the construction of at least 250,000 multi-hazard resilient, inclusive, and environment-responsive housing units in selected districts of Sindh with $400 million in funding. Additionally, ADB’s support extends to community-led construction and maintenance of resilient infrastructure, including water, sanitation, and hygiene (WASH) facilities, renewable off-grid electrification, and a livelihoods recovery program to help flood-affected communities rebuild their lives.

Islamic Development Bank

The Islamic Development Bank (IsDB) is providing $200 million in funding to support the Sindh People's Housing for Flood Affectees (SPHF), enhancing the resilience of flood-affected communities in Sindh. Through a beneficiary-driven approach, over 155,000 multi-hazard resilient core housing units will be reconstructed. Additionally, the initiative focuses on long-term climate resilience, ensuring that reconstructed communities are better equipped to withstand future climate risks.
